what you have selected in the first layer

should be reselect in the second layer which is Inversed?

You can inverse an active selection, change to another layer with the selection still active and create a new layer mask.

Selection Pull-Down Menu - Inverse (Shift + CTRL + I)
Layer mask icon is at the bottom of the layer pallette (gray box with white circle inside)
