REP power changes

The mods and I have decided that reps are to be worth 1 rep power for every 1000 rep points instead of 100. Whatever reps u have recieved up to this point stay. I also made it so that you can now rep 10 times in a 24 hour period and must spread it to 25 people before repping the same person again. There will be no more changes so please do not ask. The mods rep power will still alter someone elses rep power by 20 to 50 rep points. Thrice having the highest. that's all

reps mean more to people now, people get to rep more often, mods will get more respect, and a personal preference on my part. thats it
