i don't have a good grasp of these yet but i'll list the steps i used.
open original document (hillbilly in this case)
duplicate layer and desaturate.
duplicate gray layer and set to overlay.
merge down.
gaussian blur 1-2 pixels (this step can have some variation)
save the .psd to use later.
open the hillybilly picture and a texture picture.
with hillybilly picture, paste texture on new layer.
filter>distort>displace...use default settings. displacement map > this is where you need the .psd you saved earlier.
set this layer to overlay.
mask out anything that isn't skin.
that should do it. you might want to play with the layer blending mode, brightness/contrast, levels, etc to get the right effect.
