Okay, it wasn't that simple, the photo was in much worse shape than I first thought. On top of what I said above, I duplicated the background layer, surface blurred it, smart sharpened it, used the sponge tool to get rid of the discolorations in the hair, sampled a spot from the original & added an adjustment layer to re-color the hair.
There's more that could be done, but without working on the original I didn't want to spend all night on it...
