Question How do you suppose this was done using photoshop??

While looking through photoshopped images I came across this one. It almost looks like they used a paint effect of some kind, but I'm not sure. And when I tried on my own mine turned out nothing like this. I would like to know how to replicate it using elements or I can use CS3 on my sisters computer. Thanks to any that answer.

I assume you are talking about the blurred background while the foreground has sharp color and clarity.
It comes from using a telephoto lens which focuses on the subject. There are several ways to achieve this effect with photoshop, the easiest would be to use a mask and the blurring tool

While the tight depth of field is from a good photographer who is using a macro lens, I would wager that some PS has been used to mute the colors and play with shadowing.
