What is this effect called?

I wanted this as my wallpaper but it's too small so when I set it as my wallpaper, it becomes blurry because I want it to cover my entire desktop (not just centered). So I want to look for more of these types of photos that have higher resolution

The quality of the resolution doesn't look that great even in larger size which is why I'm looking for something else.

I looked at pictures of looking out car windows on a rainy day, but the raindrops did not appear as circles on the window like in the original picture. It looked like water (obviously)

But see how in my picture, you can't actually see the water drops? Rather they look like circular shapes with holes in them

That is not a filter or effect, it is a refraction of light through the water drops amplified by the fact the focus was rolled out a bit.
Also your second images is like comparing apples to oranges IMO....no similarity what so ever
