The problem is that when i select the color I want, it is always a lighter color. Like dark blue will be baby blue.
Is there another way to do what I am trying to do? I was thinking while writing this that I suppose I could change the color to whatever it let's me make it and then adjust the hue/sat and possibly achieve a darker color. But I also figured there may be an easier way to do it in one step.

Or you could try this (didnt bothered to read the other replies so I dont know if this was said or not)
1) Hold Alt Key and from the pallete menu select that half white/ half black circle and select SELECTIVE COLOR
2)Check Use Previous Layer.....
3)From colors Select White
4)Method check ABSOLUTE
5)Play with the settings to get the color that you want
6)Hit OK
7)Now click on the layer mask you just created and paint with black on areas where you dont want the white color to be changed
