You do that with Layer Effects. Play with Bevel and Emboss changing the colors on Highlight and Shadow. Theres a ton of things you can do in there. Just play with it.

I can think of two ways off the top of my head;

First: Type the text, free transform to get desired angle, then play around with Outer Glow ( Layer>Layer Style>Outer Glow) make it bigger and Red.. tada...

Second: type Text Larger Than prefered in red, Angle to desired angle, then Rasterize Layer, Then select layer, Select > Modify > Contract: 3or4pixels and fill that selection with Black on a new layer. Go back to previos Layer (the red one) and apply a little blur to it.

this should work.... If you want that EXACT Font, google "Free Fonts" and good luck finding the exact one.

the easiest way would be double click on the layer the text is on and playing with outer glow
