The example below is not mine. I found it and have wondered how it was created. Can someone explain how this dog and fish were morphed.

Trial and error, bit's and pieces of the fish, placed strategically on the dog.

strecth the fish body over the dogs and then mask it to uncover the dogs shape then place the head over the dogs and blend to make it look real.

or maybe tp make the scale on dog body you can use clone stamp tool and paint on it
