looks to me like a simple filter>artistic>poster edges
and mess with levels to get desired effect

Only problem is I could not find 'seine dot filter.'

The good thing is, I also went into Plugin Galaxy 2.0 for the first time & found absolutely limitless possibilities.

You sure that photo wasn't taken on a Mac? You know, they have them standard effects on it when you take the photo, and they have the cartoon one? Looks just like it.

I only saw these 2 photos in a forum and I did not ask if they were taken on a Mac.
