It is a pretty small file (low resolution) so there is not a lot of detail. I was able to try and clean the image a little and restore a little contrast.

Naka, Here are some guidelines to get the best restoration:

1. Scan your photo at 600 ppi with all auto sharpen and auto enhancements turned off.
2. Use an image host where you can post the full resolution image for others to download. If you post a low dpi web image you will not be able to get prints made after the photo is restored. 600 ppi scans not only capture more detail, but they allow for enlargements to be made without resampling. For example, Image size-uncheck Resample Image-lower the resolution = enlargement.

The photo you posted has a lot of jpeg artificating because of small size and resolution.
