Which part, cause there are quite a few things going on here.

You got some layers for the borders and still pics with various colors and blend effects.
You have an animation of the guy stills moving him forward
You got the animation of the logo growing letters
You got a little flash lighting near the end of the animation.

Nice combination of techniques crammed into 39 frames of animation.

the dude and letters are all a gif..

my friend made this but he got sent on vacation for the next 5-10 years...

all he did was make a border pretty much.. i guess?

If you have a video file you can import frames to layers and that appears to be what he did for his gif animation. you bring in a small portion of the frames to the animation you want and then add all the other stuff around it.

He uses ImageReady, but you can do the same thing in Photoshop Extended.
