Thanks Joshbond,
I used PS cs2 v9.
Flipped the orignal image in a duplicated layer. Added a filter - ripple. Added gausian blur to it in a another new layer. In another new layer i reduced the colour channel and reduced opacity to desired level.
It was of course a retake from a tutorial i was learning from a book.

its kinda hard to do those kind of reflection images, bcuz the back tyre reflection normally has to be touching the ground which means the picture would have to be at a totoally different angle. you pulled it off nice and i really like it! ('',)
